Digital Accessibility Statement
The City of Lakeville is committed to ensuring that all members of the public, including individuals with disabilities, have full and equal access to our programs, services and activities—both in person and online. We are actively working to improve the usability and accessibility of our digital content so that residents, visitors, and businesses can easily engage with city information and services.
Our goal is to ensure that all public-facing digital platforms meet the requirements of Title II of the Americans with Disabilities Act (ADA) and align with WCAG 2.2 Level AA guidelines. The City of Lakeville must comply with the federal April 24, 2026, web accessibility deadline for public entities with populations over 50,000. We are currently enhancing our website and digital processes to meet this requirement.
Partners with CivicPlus
The City of Lakeville partners with CivicPlus to host our website. Accessibility and usability are a top priority at CivicPlus, and they continually audit their software using manual testing, including screen readers, the best professional engineering tools, and human testing, to ensure compliance.
CivicPlus has committed to prioritizing product gaps to meet the World Wide Web Consortium's Web Content Accessibility Guidelines 2.2 Level AA (WCAG 2.2 AA). With that goal, as CivicPlus changes its platform, Lakeville will have access to tools and support to make necessary changes to our website to meet these goals.

The City of Lakeville is committed to accessibility as an ongoing priority. We will continue evaluating, updating and improving our digital platforms to ensure that all users can access city services with ease and independence.
Digital Accessibility Tools & Guidelines
Lakeville supports common assistive technologies, and our content editors are implementing accessible practices for:
- Updating web content to meet WCAG 2.2 AA
- Reviewing and remediating documents, forms and PDFs
- Improving the accessibility of images, videos and navigation
- Training staff who publish content
- Regularly testing and monitoring our website
These efforts started in 2025 and will continue through 2026 to ensure compliance and ongoing improvement.

City of Lakeville Digital Accessibility Plan
To meet federal requirements and improve accessibility across all digital services, the City of Lakeville is implementing the following plan:
1. Review and Assessment of Current Digital Assets (Completed)
- Conduct an inventory of all website pages, documents and online tools
- Identify accessibility issues that require remediation
- Prioritize high-traffic or essential service pages
2. Website and Content Remediation (Ongoing)
- Update existing content to meet WCAG 2.2 AA
- Replace or remediate inaccessible PDFs and documents
- Ensure forms, maps, calendars and other tools meet accessibility standards
- Work with Civic Plus on platform-level improvements as needed
3. Develop and Maintain a Digital Accessibility Policy (2026)
- Define roles and responsibilities across departments
- Standardize accessibility expectations for all digital content creators
- Outline review processes and accessibility testing procedures
4. Staff Training and Process Improvements (Ongoing, expanded in 2025)
- Train staff who create or upload content to follow accessibility best practices
- Provide guidance for accessible PDFs, images, videos and social media posts
- Integrate accessibility considerations into department workflows
5. ADA Support Request Process (2026)
- Provide clear instructions for reporting digital accessibility issues
- Establish internal routing and response procedures
6. Continuous Testing & Monitoring (2025–2026 and beyond)
- Conduct manual audits and automated scans
- Partner with Civic Plus for platform testing
- Regularly review new content for accessibility
7. Compliance with Federal Deadline (Required by April 24, 2026)
- Strive to bring public-facing website content into substantial alignment with ADA Title II web accessibility standards by the federal compliance deadline
- Document progress and maintain an accessible versioning process for updates
How to Submit an ADA Support Request
Residents may submit an ADA support request in any of the following ways:

A request form can be filed and sent through this webpage to the ADA coordinator.
All requests will be evaluated individually and a response to your request will be provided within two business days.

In person
If preferred, you can stop by City Hall (20195 Holyoke Ave, Lakeville, MN 55044) to speak with a staff member and discuss your request. City Hall is open Monday through Friday from 8:00 a.m. to 4:30 p.m. p.m. and is closed on most major holidays.
What to Include in a Support Request
Including the following information helps the city review the concern:
- Name and preferred contact information
- Description of the accessibility issue or barrier
- Date or dates the issue occurred
- Program, service, facility or webpage involved
- Any additional details the resident wishes to share
The city will still review the request even if some information is missing.
What Happens After a Support Request Is Filed
- Initial review by Communications
The Communications Department logs the request and completes an initial review. If Communications can resolve the issue directly — such as fixing website accessibility or addressing document remediation — it will do so. - Routing to the appropriate department
If the issue falls under another department, Communications will forward the request to the appropriate department head within five business days. That department will review the concern and determine any necessary corrective action. - City response
The city will provide a response within seven calendar days. The response will outline:- A summary of the issue
- Findings from the review
- Planned corrective actions, if applicable
- An estimated timeline for any corrective work
How to Appeal a Decision
If the resident disagrees with the City’s findings or proposed resolution, they may submit an appeal within 15 calendar days of receiving the response.

The ADA coordinator, or a designee, will issue a final written decision within 30 calendar days. Alternative formats are available upon request.

The city will keep ADA support request records including:
- The original request
- All communications regarding the issue
- Notes from the review
- The final decision and any appeal materials
